Web Content tools added from existing site during course site creation have blank tool title

      1. Create a course site with all tools selected
      2. Create a second course site and in the Manage Tools page select the Web Content tool
      3. In the "Re-use Material from Other Sites You Own" section of the Manage Tools page, change the radio button to Yes and select the course site created in step 1.
      4. Click Continue
      5. Select the Web Content tool from the list and click Continue again
      6. Complete site creation and then open the site – note blank tool title

      Description

      If a user creates a new tool site with Web Content tool and pulls an additional Web Content tool from an existing site (in the "Re-use Material from Other Sites You Own" section), there is no prompt to enter a tool name and the tool is left blank when the site is created.

      After completing site creation, a blank tool is shown in the tool list above Web Content. The title is missing but the tool content is from an un-configured Web Content tool
