i18n properties can expire and revert to original text

      This one is not easy to test as the property actually need to expire so were going to only test that MBM operates normally.

      1. Go to the MBM Admin tool
      2. Change the text for property on a page
      3. go to the page and verify the new text

      Description

      In CachingMessageBundleServiceImpl, when a message property expires it is replaced with an empty list and therefore appears to be reverted but actually is not.

      This is due to `containsKey` saying there is a key in the cache but the value was expired.
