Go into a site as an instructor - place an LTI 1.1 tool with url, key and secret - the values do not matter. Immediately try to edit the tool. You cannot see the key or secret at all. With this fix, both the key and secret can be edited.

If an instructor adds an LTI tool to a site and then tries to edit it - they cannot set the secret.

This is removing some vestigal code from LTI 2.0 that was there because tool secrets were managed at the deployment level. But no more.
