Theme selection missing from Preferences

      1. log into an account
      2. go to Preferences (under Home)
      3. go to the Theme tab
      4. set your theme
      5. update your preferences (save)
      6. ensure your selected theme is still active when you:
        1. navigate to other pages
        2. log out and back in with the same account
        3. log into the same account on different web browsers
      7. ensure Preferences > Theme page matches the dark theme from the account menu (if available in the top right) in these cases
      8. repeat these test with multiple Sakai accounts to ensure that they each stay with their own settings (e.g. if you set light theme in one account and dark theme in another account, ensure they stay those themes as you test each of the above scenarios)

    Description

      Building on Sakai's dark theme introduced in SAK-43981 and the server-side preferences of dark theme added in SAK-44447, the Core team has requested that dark theme be configured from the user's Preferences tool.

      Add a new theme page that will originally show light theme and dark theme, with additional themes to be added in the future, such as auto and high contrast.
