More Informative "Site Unavailable" text

      To verify this has been fixed, you will need two users and one site. One user should be an instructor in the site, the other user should not be a member of the site.
      1. As the instructor in a site, add the News tool to a site
      2. Click the link button, then select the short URL box. Copy the URL that is generated.
      3. Sign out of the first user, then paste the URL into your address bar
      4. You will be redirected to a sign in page, sign in as the second user (who is not a member of the site)
      5. You should not see the News tool, but should instead see helpful error text explaining that you are attempting to access a site which you are not a member of.

      Several tools, such as the News (RSS) tool, allow a user to create a shorter link to the tool, which can then be copy-pasted to link directly to that tool. This link is only functional for members of the site , so if a random user enters the link into their address bar, they are first asked to sign in, and then if they sign in as a user not in the site, they reach a site unavailable page, with this text: "The site you requested is not available."
      This text should be changed to be more informative. Presumably, entering a short link is not the only way to reach this page, so I suggest the text be changed to suggest the specific error in the users behavior, for example : "You have entered a link to a site you do not have access to. If you believe you are seeing this message in error, you can contact the site owner at

      {site owner email}

      and request to be added"
      Error messages like this give the user an idea of what they should do next, rather than being dead ends. Further, they tell the user why exactly they're seeing the error (they're not a member of the site), which allows them to address the problem.
