Resources: URLs with Bad Syntax can be added to Resources

      1. Go to a Resources folder in a site on 20.X. 
      2. Click on "add weblinks" under "Actions".
      3. Add a poorly formatted URL, such as "hppt://www.google.com".
      4. Click "Add Weblinks Now" button. 

      When working properly, that button shouldn't be clickable. It currently is.

    Description

      When adding a url to Resources via the "add weblinks" dropdown item, it's possible to add a url with bad syntax without the "Add Weblinks Now" button graying out.
