!user.template permissions are displayed but not applied in Resources tool

      Description

      In the Resources tool, permissions inherited from the !user.template realm are being displayed in the permissions editor but not applied.

      To duplicate, given a fresh Sakai installation:

      • login as admin
      • create a new user "user1"
      • create a new project site "site1"
      • add the resources tool
      • add user1 to site1 in the maintain role
      • login as user1
      • open site1
      • verify resources tool, list resources, add resources, etc
      • verify resources permissions: maintain role has all permissions
      • login as admin
      • open realms tool
      • open site1 realm
      • verify content.* permissions for "maintain" role in site1 realm
      • uncheck content.read permission for "maintain" role in site1realm
      • save realm permissions
      • open !user.template realm
      • add "maintain" role
      • check "content.read" permission for "maintain" role
      • save realm permissions
      • login as user1
      • open site1
      • open resources tool
      • verify error "Alert: You do not have permission to view this folder." which stems from lack of content.read permissions
      • open permissions editor
      • verify "read" permission for "maintain" role has checkmark image, not checkbox
