      Description

      One of the factors hindering the implementation of e-learning in Africa (and South Africa) is limited and expensive Internet connections. Low bandwidth remains an issue and prevents the delivery of rich media to learners. An alternative to increasing bandwidth to cater for this problem is the dissemination of learning content from a central server during off-peak hours. Internet connections can be used to keep learning content up to date on the remote computers. Because content can be downloaded once and studied without the need to remain on-line for extended periods costs can be greatly reduced for the learners. The learner can however still connect to the central server for learning activities such as discussion groups, reading of announcements etc.

      What is needed is an intelligent off-line client that can update content from time to time as is needed. This client will provide the learner with most (all?) of the same functionalities as he/she will find on-line.
