In the version of the filepicker that attaches by linking to a resource (as used in OSP tools, for example) it is possible to create new resources. In the filepicker's list view, buttons labeled "Add" are associated with folders (as in the resources tool) if the user has permission to create resources in that folder. If the user chooses to create a text document, an hrml document, a citation list or a form item, it's a two step process. The first step is to add the "content". In the case of simple text documents, that is a textarea into which the user types or pastes the contents of the document. The second step is to enter metadata about the new resource, including a display name or title, which is required. When the user clicks the "Finish" button on that page, the form resets and no message is displayed. It should instead create the resource and return the user to the list view with the new resource selected as an attachment to be added.
