 Description   

If there are no published portfolio templates, the user only has one choice...to design their own portfolio.

Seems we should eliminate the step altogether, or at least automatically select the only available choice.

Alternately, if free-form portfolio option is disabled, and only one portfolio template is available, this step should also be skipped.

This change should consider the changes in SAK-17323 / SAK-17324 and be sure that the option to edit the portfolio title is obvious to the user.

Whatever solution is chosen, the workflow for adding the portfolio title should be the same, whether or not there is a portfolio template to be selected. So if the user is prompted for a portfolio title in the first step when a portfolio is being selected, they should be prompted for the title in the first step, even if a template doesn't need to be selected.
