When content.import.hidden=true is set, all Resources imported into a new site are set to hidden by default. Instructors must then update the items to be set to viewable.
As of now when instructors import material from a previous course site, the files are hidden as expected. When the instructor sets them to viewable by selecting the checkbox next to the files and pressing "Show", there is no error in the UI or logs, but the file(s) remain hidden.

If you upload a file to Resources and sets it to hidden, can you then set it to "Show" again? (taking the import process out of the equation)

Tested uploading to 12x/trunk and setting availability to Hidden during upload. After upload is complete, I check the box next to the file and press "Show". This action successfully moves the file(s) to viewable.
